The Office of the United
Nations High Commissioner for Refugees (UNHCR) was established on
December 14, 1950 by the United Nations General Assembly. The agency
is mandated to lead and co-ordinate international action to protect
refugees and resolve refugee problems worldwide. Its primary purpose
is to safeguard the rights and well-being of refugees. It strives
to ensure that everyone can exercise the right to seek asylum and
find safe refuge in another State, with the option to return home
voluntarily, integrate locally or to resettle in a third country.
It also has a mandate to help stateless people.
In more than six decades,
the agency has helped tens of millions of people restart their lives.
Today, a staff component of some 7,685 people in more than 125 countries
continues to help some 33.9 million persons.
UNHCR established a presence
in Zimbabwe in 1988 to assist the refugees and asylum- seekers from
Mozambique. UNHCR has two offices in Zimbabwe, with the country
office in Harare and a field office in Tongogara. The main responsibility
for UNHCR, in line with its statutory responsibilities, is to monitor
the implementation of the refugee conventions and promote durable
solutions to refugee problems. The mandate has been extended to
include prevention and reduction of statelessness. UNHCR discharges
this role primarily by, providing technical support and guidance
to Government on policy formulation and refugee matters. UNHCR also
provides protection and assistance to asylum-seekers and refugees
through partnership with a number of Governmental, and non-governmental
organizations (NGOs) that render legal and social assistance to
refugees and asylum-seekers on behalf of the Office.
UNHCR Zimbabwe implements
its programmes through operational and implementing partnerships
with Government, local and international organizations. UNHCR identifies
its implementing partners through Calls for Expression of Interest
(CEoIs). UNHCR is issuing 2 CEoIs for the implementation of its
2014 Country Operations Plan in Zimbabwe.
The purpose of this Call
for Expression of Interest (UNHCR/23.09.2013/ZIMHA) is to invite
partners (organizations, NGOs, associations) to express their interest
in implementing UNHCR’s Protection and mixed solutions to
Refugees and Asylum-seekers from the DRC, Rwanda, Burundi and Elsewhere
in Zimbabwe in 2014. The partner(s) to be selected through this
CEoI are expected to manage the daily operational project activities
under UNHCR’s overall guidance and supervision.
Organizations that have
unique and complementary attributes to UNHCR’s capacities
and resources for undertaking the Protection and mixed solutions
to Refugees and Asylum-Seekers from the DRC, Rwanda, Burundi and
Elsewhere are invited to respond to this CEoI (Ref. No: UNHCR/23.09.2013/ZIMHA)
by submitting their Concept Note(s) by latest Tuesday 15 October
2013. Upon receipt of the Concept Notes, a UNHCR Implementing Partner
Selection Committee will review these in accordance with pre-defined
criteria reflected in the CEoI. The applicant organizations will
receive written notification of the outcome of the assessment latest
by 8 November 2013. Instructions for any follow-up by applicants
will be provided in this response.
A blank
Concept Note form may be collected from the office of the United
Nations High Commissioner for Refugees in Zimbabwe for responding
to this Call or you can print
from the website. The completed Concept Note(s) must be clear
and concise, not exceeding 3 pages. Applicants are requested to
submit their Concept Note(s) electronically to this address: zimhalcc@unhcr.org,
indicating as Subject title: UNHCR/23.09.2013/ZIMHA: Refugee Programme
– (name of your organization). If unable to submit electronically,
applicants can hand-deliver their submission through the tender
box located at UNHCR Harare Representation Office, with the outer
envelope marked and addressed to the attention of “The Secretary
of the Implementing Partner Selection Committee” UNHCR Branch
Office, Arundel Office Park, Block 8, Norfolk Road, Mt. Pleasant,
Harare, Zimbabwe.
Organizations
that have not partnered with UNHCR previously must also complete
and submit jointly with their Concept Note a Partner
Declaration form which can be collected from the office of the
United Nations High Commissioner for Refugees in Zimbabwe or downloaded
here.
The next
two pages provide a brief description and background of project
goals and particularities of the operation as well as selection
criteria for the Refugee Programme to guide interested organizations
in the elaboration of their Concept Note(s).
