  • Positioning of women in the new inclusive Zim government
    Feminist Education Political Project (FePEP)
    September 21, 2008

The Feminist Political Education Project (FePEP), congratulates the leaders of the 3 political parties on the signing of the Global Political Agreement (GPA). We welcome the adoption of gender equality as a core principle of the GPA and in particular that section 20 specifically acknowledges "the need for gender parity, particularly the need to appoint women in strategic cabinet posts".

We therefore urge the 3 Principals to reflect their commitment to the GPA by appointing women to strategic Cabinet posts and other government positions. In particular, we expect to see a Cabinet composed of 50% women as recently committed to in the SADC Gender and Development Protocol signed in August 2008 in South Africa. For avoidance of doubt, out of the 31 ministerial positions, 15 should be women and of the 15 deputy ministers, 8 should be women.

Of the 15 cabinet posts ZANU PF has, at least 7 ought to be women; of the 13 cabinet posts that MDC-T has, at least 7 ought to be women and of the 3 seats MDC has, at least 1 has to be a woman. Of the 8 deputies ZANU PF appoints, 4 have to be women, the 6 MDC led by Tsvangirai appoints, 3 ought to be women and the 1 deputy of the MDC led by Prof. Mutambara must be a woman.

Furthermore, out of the 31 proposed ministries, we look forward to the Principals appointing women to strategic ministries such as foreign affairs, home affairs, defense, local government, finance, trade, health and education just to name a few.

Adhering to the principles and values of gender equality and gender parity as enunciated in the GPA would be a confidence building measure for the people of Zimbabwe and would mobilize confidence in the Inclusive Government.
