The Open Society
Initiative of Southern Africa (OSISA) is a regional foundation that
is part of a global network of the Open Society Foundations. Established
in 1997, and based in Johannesburg, OSISA seeks to build vibrant
and tolerant democracies, whose governments are accountable to their
people. To achieve this, OSISA seeks to support people to influence
public policies that assure greater fairness in political, legal,
economic, social and cultural systems, and safeguard fundamental
rights with a particular focus on marginalized groups. The pursuit
of open society ideals underpins the work undertaken across each
of the ten countries in which OSISA works: Angola, Botswana, DRC,
Lesotho, Malawi, Mozambique, Namibia, Swaziland, Zambia and Zimbabwe.
1. Purpose
and justification of the evaluation
OSISA provided grant
funding to CI in line with the Economic Justice Programme’s
mission which aims at contributing towards social justice in the
countries of the region, for purposes of advocating for, monitoring,
universal citizen access to socio- economic rights and human development
needs.
According to OSISA's practices, projects and programmes’ initiatives
shall undergo an evaluation at specific agreed upon time. The proposed
evaluation will focus on the following aspects:
I. To evaluate the extent to which project funding to CI has achieved
the planned objectives;
II. To assess the extent
to which CI’s programme design sustainably and consistently
factored in recommendations from previous evaluations;
III. To analyse the extent
to which the organisational and operational structures between CI
and partners effectively and efficiently support project implementation
and sustainably support the partnership;
IV. To assess CI’s
current monitoring and evaluation strategies and their impact on
continuous assessment of the projects operations of CI and the partnership
with the national outfits;
V. Identify lessons learnt
and provide recommendations on how the lessons can be deployed towards
the continuous development of the organisation and the partnership
between CI and the national outfits.
