ActionAid International,
Zimbabwe is seeking a consultant(s) to independently assess progress
made towards achievement of the specific objectives of its "Empowering
Women through Land Rights" project. Specifically the consultant(s)
will be required to evaluate the project's outcomes and impact
on the lives of women who have been directly involved in the project
activities, including the families, communities and on the responses
of policy makers at local and national levels, and also to gauge
the level of community and other stakeholder participation and ownership
of the implementation process.
Proposed
Methodology
Overall, a participatory
approach and tools should be used including review of relevant data.
The key methods will include, but will not be limited to:
- Literature
review of existing documents and review of context and poverty
trends including the Project Proposal and LFA, the 2009 Baseline
Survey report, annual and quarterly review reports, work plans
and monitoring and evaluation reports.
- Interviews
and workshops with AAI_Z staff, partners, other NGOs, local authorities
- Field visits,
Observations and Focus Group Discussions
- Reflection
and feedback sessions with staff and partners
Timeframe
for the Review
The Inception/preliminary
meeting is expected to commence week beginning 14th May 2012 and
the review process and report writing should be carried out thereafter.
We expect the whole process to be complete by 13th June 2012.
Expected
Outputs/Deliverables
- Inception
report with detailed evaluation plan
- First draft
report & Final evaluation report
- Submission
of hard and electronic copies of materials, data collected/analyzed
and other evaluation documents
Consultant(s)
Specifications
The consultant
should possess an advanced degree in Social Sciences, Agriculture,
Law or other relevant development fields. Knowledge and practical
experience in women's rights is essential and a strong background
in agriculture and land programming is critical to the process.
Other requirements include excellent analytical & report writing
skills, interpersonal and communication skills including ability
to facilitate and work in a multi disciplinary team and experience
in quantitative and qualitative research methods.
Submission
of Proposals
Consultants/consulting
firms are required to submit a detailed expression of interest,
complete with their understanding of the Terms
of Reference, timeline, consultant(s)' profile(s), proposed
methodology & work schedule and estimated costs/budget on the
review process to our offices at 16 York Avenue, Newlands, Harare
to the attention of Human Resources. Please ensure that the envelope
is clearly labeled Consultant - WLR Evaluation.
