MDC Youth Assembly strongly condemns the expulsion of the Libyan
envoy from Zimbabwe

The MDC Youth Assembly condemns in the strongest terms possible,
the expulsion of the Libyan envoy in Zimbabwe announced by the Minister
of Foreign Affairs, Simbarashe Mumbengegwi on Tuesday 30 August
2011. The expulsion is ill-informed, irrational and out of touch
with the legitimate aspirations of the Libyan people, who seek to
establish for themselves, a democratic form of government, responsive
to the needs of the Libyan people.
The MDC Youth Assembly supports the people of Libya in their genuine
aspirations to establish a responsive and responsible government
of the people, for the people and by the people. While the violence
and loss of innocent lives in Libya is regrettable, it will be recorded
in history that the regime of Muammar Gaddafi responded with violence
to peaceful protests, compelling the protesters to resort to armed
conflict as the only available route to express and enjoy their
fundamental rights and liberties. As a member of the United Nations
the fallen regime led by Muammar Gaddafi ought to have taken time
to read the preamble of the Universal
Declaration of Human Rights which categorically states in part
as follows "it is essential, if man is not to be compelled
to have recourse as a last resort to rebellion against tyranny and
oppression, that human rights should be protected." The internal
armed conflict in Libya is a precise exemplification of how the
denial of human rights can lead to rebellion against tyranny and
oppression. This is a lesson, not only to the fallen regime of Muammar
Gaddafi, but also to all other tyrants and oppressors worldwide.
The MDC Youth Assembly urges these tyrants and oppressors to respect
fundamental rights and liberties lest the scourge of rebellion visits
them on their doorsteps.
The MDC Youth Assembly also takes note that Zimbabwe, at least in
principle, as expressed in Section 3 (a) of the Electoral
Act (Chapter 2:13) recognizes that the authority to govern derives
from the will of the people. The clear will of the Libyan people
is to achieve an alternative form of governance as expressed by
the peaceful protests transformed into an armed conflict thanks
to the unpopular regime's violent reaction to the peaceful
protesters. Muammar Gaddafi has lost the will of the Libyan people
to govern them and by virtue of it, lost legitimacy to govern Libya.
The new will of the Libyan people is clearly to be governed by the
NTC until a time a proper government is put in place. It is not
for Zimbabwe to deny the Libyan people their will as this is tantamount
to interfering in the internal affairs of a sovereign nation. We
need not remind Mr. Mumbengegwi that Muammar Gaddafi himself took
over power through a military coup, and that it is none other than
Muammar Gaddafi who pioneered the proclamation of Libya as a "Jamahiriya"
meaning "a state of the masses". The will of those masses
ought to be respected and in this regard, we applaud the Libyan
envoy for accepting the clear will of the people of Libya. Mr. Mumbengegwi
ought to be aware that diplomats do not represent the interests
of particular individuals but of the nation. Expelling the Libyan
envoy from Zimbabwe is clear testimony that Zanu PF and its ministers
are keen on subverting the will of the people and seek to impose
unpopular governments on the people.
We call upon the full Zimbabwean Cabinet to reconsider the meddling
into the internal affairs of Libya that has been done by Mr. Mumbengegwi
and recall that decision. We also urge the people of Libya to remain
resolute in their quest to achieve democratic transition and rally
behind them fully on this quest.
