Statement
from the National Chairperson of the MDC's Women's Assembly
and the National Organising Secretary of the same on the unprocedural
and unconstitutional Chitungwiza Women's Assembly elections
conducted by Welshman Ncube and Priscilla Misihairambwi
The National
Chairperson of the MDC Women's Assembly and the National Organising
Secretary of the same wish to categorically distance themselves
from the unprocedural and unconstitutional actions of Welshman Ncube
and Priscilla Misihairabwi in circumventing the National Women's
Assembly structure to organize today a meeting of the Chitungwiza
Provincial Women's Assembly from which the entire elected
leadership of the Chtungwiza Provincial Women's Assembly was absent,
excepting the Vice Chair Ms Mutenga and the Deputy Information and
Publicity Secretary Ms Monera
The National
Chairperson of the MDC Women's Assembly and the National Organising
Secretary of the same wish to advise members of the party and the
public at large that these elections were unprocedural and unconstitutional
for the following reasons:
- The National
Women's Assembly was not advised of the alleged complaints
and petitions from the women in Chitungwiza Province that led
to Welshman Ncube and Prisiclla Misihairabwi's action in
the province.
- Holding provincial
Women's Assembly elections falls under the office of the
National Chairperson of the Women's Assembly and not under
the office of the Secretary general and / or the Deputy Secretary
General.
- The bona
fide office bearers of the thirteen member (13) Chitungwiza Provincial
Women's Assembly were not invited to the meeting, apart
from the two mentioned above.
- The entire
Chitungwiza Provincial Executive was not notified of the meeting
- The whole
process engaged in by Welshman Ncube and Priscilla Misihairibwi
clearly violates provisions of the party constitution section
6.3.1 subsection d which clearly states that it is the role of
the National Chairperson to be the principal officer responsible
for the resolution of conflicts and disputes between or among
individual officers of the party and / or within the structures
or organs of the party.
The National
Chairperson of the MDC Women's Assembly and the National Organising
Secretary of the same wish to express their disappointment and displeasure
at the way Welshman Ncube and Priscilla Misiharabwi are conducting
the affairs of the Party with respect to the above with respect
to a similar situation that occurred in Bulawayo where the Secretary
General again usurped the powers of the National Youth Assembly
by also conducting an unprocedural and unconstitutional election
of the Bulawayo Province Youth Assembly. We are surprised that being
a constitutional lawyer, the Secretary General should exhibit such
poor governance as to violate the party constitution left, right
and centre.
