    AWARE of the continuous suffering of the people of Zimbabwe,

    COGNISANT of the insincerity of ZANU PF, the lack of paradigm shift and its decisive power retention agenda,

    RECOGNIZING the violence unleashed against our people, the killing of our people and the brutalization of our structures,

    FULLY AWARE of ZANU PF's terror campaign on our Party, Parliament, the attempt to remove our Speaker of Parliament, the attempt to limit our Parliamentary majority,

    FULLY AWARE of attempts to reverse the peoples' will as reflected on the 29th of March 2008,

    FULLY AWARE of attempts to keep Robert Mugabe and ZANU PF in power at any costs,

    RECOGNIZING our Congress Resolutions of the 19th of March 2006 and our Party Roadmap of May 2006, and

    FURTHER RECOGNIZING that the struggle for change and the road to democracy is long and tortuous,

    The National Council hereby;

    1. Recalls and restates our path to change and a democratic dispensation in Zimbabwe as defined in our Congress Resolutions of March 2006 and our Roadmap of May 2006.

    2. Restates its commitment to the Global Political Agreement signed on the 11th of September 2008 and commit to be part of the Inclusive Government.

    3. Restates and reconfirms its Resolutions of the 14th of November and the 12th of December 2008.

    4. Notes and acknowledges the Communiqué of the Extra-Ordinary meeting of the SADC Heads of States of the 27th of January 2009.

    5. Acknowledges that there has to be a settlement of and agreement on outstanding issues as:

    a. The National Security Council Bill,
    b. Provincial Governors,

    In accordance with the Party's Position paper of the 19th of January 2009.

    6. Directs that the National Executive shall write a letter to SADC restating the Party's position on the equitable and fair distribution of Ministerial Portfolios and requesting the resolution of the same before the 11th of February 2009.

    7. Resolves that all abductees be released unconditionally before the 11th of February 2009.

    8. Restates that Constitutional Amendment No. 19 be enacted before the 11th of February 2009.
