Your terms of reference Mr President
Munyaradzi Bwanya
September 07, 2009

I agree with the President entirely that some NGOs are exceeding their terms of reference and therefore a warning is in order. There is need for each of us to look to what we ought to be doing and do that, sometimes, just that. It would be a shame if the NGOs would under-perform, the humanitarian work that the majority of them are doing is very important but it is magnified by the fact that the government charged with protecting the people has in fact become the source of the most of the danger. This means that the NGOs charged initially with the duty to help, assist or compliment state action have the extra burden of doing the government-s job which it neglects and or refuses to do .your government cannot prohibit the people from caring for themselves in organized fashion especially as it has failed in that regard. Why would anyone set up an organization to assist citizens with litigation if the government-s system worked fairly in the administration of justice or if the Legal Aid under the AGs office was fully functional. NGOs will stop doing government-s work once the government starts to do it and well, that is the simplicity of the problem.

In any case Your Excellency, you may need reminding of your own terms of reference:

1. To uphold and respect the Constitution of Zimbabwe:

  • The right to life
  • The right to free and fair trials
  • The right to participate in government of our own country
  • The right to periodical, free and fair elections (these rights are not given to us by freedom fighters, liberators or governments, they are ours by virtue of being born human. When others deprive us of them, they do not cease to exist.)

2. To appoint only 31 Ministers
3. One man one farm
4. To consult and agree on the appointments of senior government officials
5. To respect SADC decisions
6. Resignation from the Public Service at 65

My born free advice to you would be to stick to yours and see how much work the NGOs will have left to do. I do believe you would not worry at night what they are doing.
