Findings
from the Previous Report
Following the
service delivery report from HRT for the period 21 August to 12
September 2013, the Harare Residents Trust made a follow-up on all
cases recorded. The following are the findings from the service
providers.
Northern suburbs
water situation: Harare Water confirmed that Glen Lorne and Mt Pleasant
and other northern suburbs have been without water for a very long
time. They said they are attending to the problem and hope to have
resolved it by end of October 2013. The Harare Water Department
said it is replacing the water pumps for supplying these areas.
In Mabvuku, they promised to attend to areas like Shashe and Runde
and surrounding areas and find out why water is not flowing to these
areas.
Responding to
the water situation in Highfield, the City Council said that it
acquired a loan and they purchased the materials to do the maintenance
from China and are hoping that maintenance will commence soon.
Overall in most
areas which have been experiencing water shortages for the past
three weeks it was due to electricity problems. The Council officials
are accusing Zimbabwe Electricity Supply Authority (ZESA) for its
failure to supply water to most suburbs.
Refuse collection:
The City of Harare Amenities Department confirmed their refuse collection
schedule for the past month has been inconsistent due to shortages
of fuel. All 46 refuse collection trucks are in good condition and
there are three extra trucks on standby. The Amenities Department
promised to send the Refuse collection Schedule to Harare Residents’
Trust which will be communicated to the residents through email,
community meetings and text messages.
Electricity
supply: Residents have been experiencing electricity shortages and
this is due to annual generator maintenance going on in Kariba.
There are some areas which experienced electricity cuts due to faults
and these are Kuwadzana and Kambuzuma but the situation has been
reported and attended to by ZESA.
Below, we highlight
the service delivery situation across Harare:
Water
supplies
a. Letombo Park
- The situation has since improved with some residents now receiving
water. However, those areas that are serviced by the pipe along
John Close are not receiving water because of a burst pipe at the
end of the road.
b. Greendale - Greendale recorded its longest period of receiving
water from 5- 9 October 2013. The residents have been receiving
water twice a week.
c. Eastlea - Eastlea is now receiving low pressure water, an improvement
from none at all. On average they are receiving water two-three
times a week.
d. Highlands - Since last week of August the residents have not
been supplied with water but on the 9th of October water trickled
through their taps until the morning of 10th of October.
e. Mandara - Water is supplied two days per week especially on Saturdays
and Sundays only.
f. Borrowdale/Mt Pleasant/Grange - Residents in the mentioned suburbs
do not receive council water because they are stationed at higher
ground but there are certain parts in the Grange that receive water.
Residents purchase water from private water suppliers for domestic
use and some survive from borehole water from neighbours. Residents
are asking whether or not Kambanje reservoirs are still working.
g. Hatfield/Mainway Meadows and Waterfalls - Consumers here receive
Council water once per week with an exception of the area around
Park Town Shopping centre between 6th avenue and Simon Mazorodze
Way which regularly receive water.
h. Dzivarasekwa (Tashinga) – Residents do not receive water
but a few and selected houses experience a trickle during the night.
i. Warren Park D - Water is available every day. However, they use
tap water which they use for domestic chores and fetch borehole
water for drinking.
j. Glen View 1 - As from mid-to-end of September, water was being
supplied from 8pm to 6am everyday with low pressure. However, this
has since improved since the beginning of October to today.
k. Glen View 3 - Water supply was erratic since mid- September but
now has normalised. During the early hours of the morning it is
said to be trickling and the pressure improves later in the day.
l. Budiriro 1 - Only the area around the clinic and the shopping
centre are supplied with water everyday but the area opposite the
Shopping centre rarely get council water.
m. Budiriro 2 - Supply is consistent in low lying areas near the
Budiriro 2 Primary School along Nzou road but from Police station
area going down to Flats, Chipere Street, Dumbudya Close the water
supply is erratic.
n. Budiriro 5B - From 9pm to 8am around ZAOGA church water is available
but on high ground areas it trickles that is from Intersection near
Budiriro 5 Primary School. There are no street names, and shortages
affect area up to Budiriro 3 turn off.
o. Glen Norah A Specimen - Specimen for a long time had water supplied
inconsistently however, this has changed from the first week of
October up to today.
p. Glen Norah B - From Crossroad East, Amby, Church lane up to Tsoka
road water is supplied only during the night with low pressure.
This is different for people who live along the following streets;
Market place, Lemon place, Peach place, Orange place and Huchu crescent
that get water every day.
q. Mufakose Ward 35 - Water quality has improved as well as pressure.
Water is now being supplied on daily basis.
r. Highfield Western Triangle - Water is being supplied during the
day but with low pressure.
s. Highfield Lusaka - Water is being consistently supplied with
only those on higher ground disadvantaged as the water trickles
because of low pressure.
t. Highfield Egypt /Jerusalem - Applauded the Council on the provision
of clean water every day.
2. Refuse
collection
a. Highfield
Western Triangle - Every Wednesday refuse is being attended to and
the Council has collected refuse twice on Monday 7 October and Tuesday
8 October respectively.
b. Highfield Lusaka - There has been no refuse collection in the
suburb since the start of September 2013. Dumps are visible at Lusaka
Market along the blocked drain. Refuse collection is scheduled for
every Thursday.
c. Highfield Egypt/ Jerusalem - Refuse is being collected every
Wednesday.
d. Mufakose Ward 35 - Collection is scheduled for Wednesday every
week and this has been adhered to.
e. Glen Norah A Specimen - Refuse is scheduled to be collected every
Wednesday and has improved with refuse now being collected. However,
residents complained that the driver rushes through the streets
as if it’s an ambulance.
f. Glen Norah B - Collection day is Monday and refuse is being attended
to. With most of the dumpsites cleared.
g. Glen View 1 - Dumpsites are still visible along the streets.
Refuse is being collected every Wednesday.
h. Budiriro 1 - Collection is either on Thursday or Fridays every
week. At Budiriro 1 shopping centre there is a skip bin which is
inconsistently emptied.
i. Budiriro 2 - Collections are being done every Thursday
j. Budiriro 5B - It is scheduled that refuse should be collected
every Monday but since the beginning of September to date no refuse
has been collected.
k. Residents in Letombo Park complained that they had over three
weeks without refuse being attended to.
l. Greendale residents complained that refuse used to be collected
every Thursday but now on Wednesday, this now being done inconsistently.
m. Glen Norah A Chitubu - garbage heaps are being dumped at Chitubu
Shopping Centre as refuse is not being attended to.
n. Highlands - Refuse is being attended to after every fortnight.
o. Borrowdale/Mt Pleasant/Glen Lorne - Refuse is scheduled to be
collected every Tuesday but this is not being done consistently.
Refuse is being attended to after at least a fortnight or three
weeks.
p. Warren Park D - All the shopping centres are characterised by
heaped garbage though the Council is making efforts to empty skip
bins stationed at the Shops. The residents reported that every Friday
refuse is being collected
q. Mandara - Refuse is being collected inconsistently, deviating
from the published schedule of Tuesdays. At times it is collected
after a fortnight or after three weeks.
3. Power
Supplies
a. Warren Park
D - From mid-September, Warren Park was experiencing a load shedding
of four to five Hours a day. However, the situation worsened from
the 30th to the 5th of October as there was no schedule being followed,
increasing period of no-supplies from six to nine hours, daily.
The situation has since improved reducing load shedding hours to
four hours a day. Usually the power is cut from 4pm to 8pm every
day.
b. Greendale, Letombo Park - Load shedding is usually twice a week
with power being cut for not more than 6 hours a day but from the
30th to the 5th of October no schedule was being followed increasing
period of no-supplies from six to nine hours, daily. Greendale,
Highlands and Letombo Park is load shed daily for at least six hours.
c. Eastlea - Electricity supply has improved with power cuts experienced
at least two days a week and usually on Fridays.
d. Mandara - Load shedding is 4 to 6 hours per day.
e. Mufakose - From the 30th to the 5th of October no schedule was
being followed and the hours spent without electricity ranged between
6 to 9 hours daily. Load shedding is inconsistent.
f. Highfield Engineering - Load shedding is not fixed but usually
power is cut between 6 to 8 hours a day.
g. Highfield Lusaka - Load shedding experienced by the residents
is normally between three (3) to six (6) hours a day.
h. Glen Norah A - Specimen - Load shedding in Specimen residents
go for 6 (six) hours a day.
i. Highfield Egypt - Power is being cut for a maximum of six hours
every day.
j. Glen Norah B - Load shedding has since improved with electricity
being cut for less than three hours a day. However, during the first
week of October, power cuts ranged from 9 to ten hours a day.
k. Glen Norah A - load shedding is not predictable with power being
cut for six hours a day.
