Service delivery update - Issue 21

General Comment

There are certain fundamental principles of public service provision that still lack in Council and in Government. The need for stakeholder intervention and residents involvement in decision making can go a long way in averting service delivery challenges. This week, the Beatrice infectious hospital has reportedly admitted at least 10 patients who are being suspected to be suffering from Typhoid and other diarrheal related diseases.

Experts have linked this outbreak to unclean water sourced from unprotected water sources. Most of these residents have either had their water supply cut off because of nonpayment or other municipal penalties which are being enforced through cutting off water supplies of many households. This boils down to the issues raised by the joint platform coordinated by the Zimbabwe Lawyers for Human Rights (ZLHR) at yesterday's press conference which saw the crafting of a petition which was submitted to the three principles and other line Ministries.

Below is a service delivery update which dates from July 29, 2012

Glen View - Limited water since Saturday the 4th of August
- Glen View 8, 3 and 2 boreholes supplied residents with water
- Some Glen View 3 residents sourced water from unprotected wells behind Glen View 1 shops
No typhoid cases have been reported yet Load shedding continues everyday between 5pm and 8 pm There is a sewer burst behind the Assembly of God church which has been unattended since April 2012 Refuse collection is inconsistent
Collection dates are not clear because the collection team can just come at any day and several households will not have their refuse collected
Kuwadzana Water cuts continue at least once a week
At least 55 households have had their water supplies cut
The current typhoid outbreak has attacked 5 residents in Kuwadzana who have since been treated at Beatrice hospital Load shedding continues between 7pm and 8pm There are sewer burst at Kuwadzana 4 shopping centre and speed Residents say that refuse collection has improved since the last typhoid outbreak
Highfield Water supply is a bit stable but needs improvement especially in public places like Machipisa and Machembere A very few diarrheal related diseases have been reported Electricity has been going everyday in the morning for the past two weeks only returning around mid-night There are some sewer burst along 156th and 155th street in Lusaka Refuse is being collected
Hatcliff Currently there is no water in Hatcliff No typhoid cases reported so far Load shedding is not as heavy as other areas, but electricity just goes for a few minutes or an hour then returns No reports of sewer bursts have been received Refuse is being collected
Mabvuku There was a 12 hour interruption of water supply on Monday but water supplies have resumed No typhoid or cholera cases have been reported Currently the area is receiving electricity constantly There are sewer bursts along Manresa Way adjacent to Rozva, Munene and Chongwe Streets City of Harare removed all mounds of garbage at shopping last month (July)
Mufakose There was a short water cut on Saturday the 4th of August At least 10 diarrheal related cases have been identified Load shedding normally is done three times a week from morning until mid afternoon There is a heavy sewer disposal just beside dairy board complex which is acting as a breeding ground for mosquitoes Refuse is collected every Friday
