National Residents Associations Conference
Combined Harare Residents Association (CHRA)
November 17, 2011

The Combined Harare Residents Association (CHRA) together with Bulawayo Progressive Residents Association will be convening a national Resident's Association's conference in Bulawayo from the 26th to the 27th of November. The conference is focusing on the future of Local Governance in Zimbabwe in light of the on-going constitution making process. Residents Associations who are part of the Zimbabwe United Residents Association (ZURA) have been invited to this historic indaba which seeks to mobilize residents to speak with one voice on adoption of the constitution given the minimum content on local governance as enshrined in the new constitution. The conference comes at a time when parliament has moved a motion to have the Urban Councils Act reviewed because it gives more power to the Minister of Local governance rural and urban development. The Act gives the minister at least 400 roles in the running of local authorities in Zimbabwe which means that residents do not have a say in the overall decision making processes.

As a means of coming up with strategic interventions in the democratization of the local government space, residents will critique the current local governance systems and policies vis-à-vis regional best practices. The overall objective of these interventions is to come up with the local government we the people want which is responsive, accountable, transparent, effective and efficient.

Policy Conference on Water

CHRA will convene a policy conference on water on the 30th of November 2011. The conference is a high level platform which is set to converge delegates from the Ministry of water, Harare water, private sector and the broader civil society. It is widely expected that this conference will come up with possible solutions to the challenges which are being faced by Harare residents on water delivery which have since culminated into a typhoid outbreak in most high-density suburbs. The conference will be held in Harare.

Road-shows

The association has four road shows lined up from the 20th of November until the 30th. These road shows will be held in High-field, Glen-Norah, Mufakose and Glen-view. Councilors from the afore-mentioned areas will be part of this massive initiative which is set to bring councilors and their wards together. Road shows come as an activity whereby, CHRA seeks to roll out a massive information blitz campaign in Harare targeting the marginalized and victimized community in order to come up with a critical citizenry that can act as vanguards of democracy.
