City of Harare short-changing residents
Combined Harare Residents Association (CHRA)

"It is illegal and immoral for City of Harare (COH) to attach property of residents when they have not provided services"

CHRA has mobilized residents (especially in Mabvuku) to resist these property seizures as COH did not provide water services for five years. A resident faces loss of property but has been paying bills although service was not provided.

We demand:

  • City of Harare to flush out all the 650 ghost workers
  • A detailed audit report of 2009-2010 financial year
  • Meaningful consultation on the 2011 income and expenditure estimates
  • C.O.H to service all water meters and stop estimating bills
  • Cut on the exorbitant salary bill being awarded to senior Council Officials
  • Cut on the human resource base and allow for 70% of total collected revenue to go towards service delivery and 30% going towards admin and personnel
  • Urgent removal of water charges for periods when residents went without water and refuse collection services
  • Fast track I.T support system installation connecting district offices and the central office
