The
second session of the seventh Parliament to open tomorrow

The second session of the seventh Parliament is expected
to be officially opened tomorrow, dissolving the current parliament
session. According to the clerk of parliament, the session is also
expected to facilitate the presentation of the mid term fiscal policy
review statement by the Minister of Finance, Tendai Biti, on Wednesday.
The start of the parliament session this week will bring about a
break in the constitution outreach meetings, which are expected
to resume on Monday next week. The clerk of parliament said that
as parliamentarians are essential members of all the outreach teams,
the parliamentary sittings necessitate the suspension of Outreach
meetings. He added that there will be no Outreach meetings between
11 and 18 July. The start of a new session however brings a lot
of changes to the unfinished business of the session, which is expected
to fall away.
Among some of
the bills that will be affected by the start of the second session
of parliament will be the POSA
amendment bill, which is currently before the House of Assembly.
The POSA Amendment Bill is expected to trail off and uncompleted
motions and unasked questions are also expected to lapse. Standing
Orders permit however allows for lapsed Bills to be restored to
the Order Paper [agenda] for the new parliament session at the stage
previously reached, and it is hoped that the POSA Amendment Bill
will be placed on the agenda for the coming week.
