CHRA
in solidarity with the Council's decision to reallocate market stalls
Combined Harare
Residents Association (CHRA)
September 24, 2009
The Combined
Harare Residents Association (CHRA) supports the City Council's
decision to review the reallocation of market stalls at Mupedzanhamo
and Machipisa. CHRA deplores and condemns the partisan allocation
and multiple ownership of market stalls; conducted by the previous
councils and commissions.
The market stalls
are supposed to work as sources of income for economically disadvantaged
and vulnerable residents. To the contrary; hundreds of market stalls
are owned by politicians who sublet them to enhance and widen their
individual and partisan political influence.
CHRA therefore
calls for a full investigation into the ownership of the market
stalls with the view of reallocating them.
CHRA reminds
the City fathers to develop a clear criterion to be used to vet
applications for the market stalls. The criterion must ensure that
the process of re allocation is transparent, efficient and does
not in any way unfairly discriminate against other residents. We
also urge our City Fathers not to be intimidated by selfish politicians
but forge ahead to implement this noble action.
Meanwhile CHRA
notes the disturbances that have rocked Mbare over the issue of
the reallocation of market stalls.
CHRA also notes
that the disturbances are taking place shortly after Honorable Hubert
Nyanhongo issued out press statements that incite public violence
and disorder.
CHRA condemns
all violent actions and call upon the police to thoroughly investigate
these disturbances and bring to book all the culprits. CHRA has
since demanded the investigation and possible arrest of Honorable
Nyanhongo for issuing such statements. The statements are a clear
violation of the Public
Order and Security Act as well as the Criminal
Codification Act. CHRA therefore calls upon the police to speed
up the investigations into Honorable Hubert Nyanhongo's call
for violence.
