to conduct participatory municipal budget training workshop

The Combined Harare Residents
Association (CHRA) will be conducting the Harare municipal budget
training workshop from Friday the 19th to Sunday the 21st of September
2008 at the Kadoma Ranch Hotel. Participants to the workshop include
the Honorable Mayor, Deputy Mayor, City council committee chairpersons,
City Treasurer, the city Finance committee, Town Clerk, Chamber
Secretary, Town Chief Accountant, Town budget officer, the Public
Relations Officer, CHRA ward leaders, representatives of civic society
organizations and representatives of the corporate world. The workshop
seeks to provide the city council, residents, civic society and
the business community with a common platform to explore as well
as create opportunities for public participation in the 2009 Harare
city council budget formulation, implementation and management.
This workshop is part
of the capacity building partnership between the city council and
CHRA, established through the inaugural Harare Municipal Conference
held on the 29th of August 2008. Through the Harare municipal budget
workshop, CHRA seeks to develop and enhance the councilors'
knowledge about the municipal budget formulation, interpretation,
review, implementation and management process. The workshop also
strives to explore and create systems and structures that allow
as well as promote a budget formulation and implementation process
in which the interests of all the residents are equally addressed.
CHRA firmly believes that the municipal budget formulation and implementation
must be an all inclusive process that involves the residents, the
councilors, civic society and the business community. It is this
philosophy that inspires CHRA to come up with such initiatives and
indeed guided the selection of participants to this workshop. After
this workshop, the Association intends to conduct a series of Municipal
Budget Performance Analysis workshops. These will be platforms upon
which the stakeholders to the Harare city council budget will together
review the level of consultation and participation of the Budget
formulation process, as well as evaluate the extent to which the
process would have managed to address the stakeholders' needs.
CHRA remains creative with regards to coming up with programs that
promote and protect public participation in all local Government
processes in Harare and Zimbabwe.
