Resolutions & Declaration made by CHRA General Council meeting held in Nyanga
Combined Harare Residents Association (CHRA)
July 10, 2006

We the Combined Harare Residents Association (CHRA) empowered by Harare residents and informed by the following problems;

  • Illegal and unjustified rate increases in water charges of over 1000 %
  • Inconsistencies in City of Harare billing,
  • The confusion between ZINWA and the City of Harare over water supply and administration,
  • Deteriorating service delivery; health, uncollected refuse, unattended sewer pipe bursts, roads, street lights and other services.
  • Continued reappointment of the Ms Sekesai Makwavarara led commission at the expense of elected officials,
  • Persistent power struggles at Town House at the expense of service delivery,
  • Lack of consultation in city budget formulation and rate increases e.t.c
  • Hold peaceful processions to submit petitions to Town House and ZESA over poor service delivery.
  • Mobilise support for victims of operation Murambatsvina still leaving in the open in Mutungwazi Ward 1, Glen Norah along Mukuvisi River and on the outskirts of Caledonia.
  • To hold sustained peaceful mass demonstrations at Town House and District Offices over collapsed service delivery in the City of Harare.
  • Mobilise solidarity with other Civic Society Organisations.

Make the following resolutions;

  • We reject the rates being charged by the Harare Municipality as they are illegal and unjustified. CHRA resolves to intensify the rates boycott campaign.
  • To pursue the legal channel over the inconsistencies on billing of rates by the Harare municipality.
  • To intensify the holding of public meetings across all wards.
  • Mobilise residents to submit generic letters of objections to illegal and unjustified levying of rates by the City of Harare. Residents to submit a generic letter of objection to Town House as of Monday the 3rd of July.

And unequivocally demand:

  • The immediate holding of council and mayoral elections in the City of Harare.
  • Participatory and all inclusive local governance legislative reform as a matter of urgency
