CHRA meeting with Harare Commission aborted
Combined Harare Residents Association (CHRA)

The CHRA Executive Committee agreed in principle to meet with the chairperson of the commission running the affairs of Harare. This followed her overtures to CHRA through contact with the Information Officer. A delegation was chosen to go and meet with at Town House on Monday 20 March 2006 at 1130hrs.

After making arrangements to have the meeting with a Mrs Chideya at Town House, a delegation led by CHRA Vice-Chairperson Israel Mabhoo went to Makwavarara's office. The delegation was moved from the Mayor's boardroom, then to the Town Clerk's office before finally settling in the Chamber.

The Town Clerk, Nomutsa Chideya accompanied by the city spokesperson Mr Madenyika Magwenjere came and said he had been asked to attend to the CHRA delegation. He professed ignorance of the meeting in the first place. When it was explained that the delegation was at Town House at the invitation by the chairperson of the commission, the Town Clerk said he had not been informed and wanted to hear what CHRA wanted from them.

The CHRA vice-chairperson explained that the meeting was set to establish areas where CHRA and the City of Harare could dialogue and improve service delivery.

The Town Clerk said the Herald had contacted him to establish the facts around the CHRA litigation against the City of Harare due to collapsed service delivery. He said the meeting could not proceed before CHRA explained the litigation case. The delegation felt that was an unwarranted demand and therefore the meeting could not proceed.

It took us less than five minutes to break up the meeting.

CHRA is not prepared to be arm twisted by a commission that has failed residents in terms of service delivery, and preparation for elections to choose people with residents' mandate.

Residents are requested to give their input in this matter and guide CHRA on the way forward. What the residents say is what CHRA will do.
