2006 budget in force
Combined Harare Residents Association (CHRA)

Since yesterday I have received bitter complaints from residents who feel we should take action against the City of Harare for its arrogance and insensitivity to the plight of the poor residents.

There is an outcry over the rates bills that have been released by this illegal commission. They want you to pay.
They are particularly incensed by the latest rates bills, which indicate a hike beyond their expectations.

As we have maintained, the 2006 budget (which we herein attach) was implemented without following the proper procedures according to the Urban Councils' Act. Residents raised their objections between 9 December 2005 and January 9 2006, which they hoped to be considered before the budget was implemented.

The City of Harare has ignored those objections and has now implemented the 2006 budget.

The power lies in your hands. We ask you today, to make a decision, a decision that will set you free. Can you please respond to this call by CHRA to guide its action in the next few days? We want to know what you think CHRA should do in respect of the city's arrogance and insensitivity on the 2006 budget.

The rates would be further increased in three months.

But in the meantime, can you please contact the following City officials for explanation on why they ignored residents' objections on the 2006 budget.

These officials are equally responsible for the state of Harare and together we should ask them why they are doing what they are doing against the will of Harare residents.

Let us unite and move with the same pace and zeal as we find ways of freeing ourselves from this illegal bondage.
