doubles penalty on uncollected rubble

THE City of Harare
has doubled the penalty fee for residents who fail to remove from their
courtyards, debris from illegal buildings destroyed under Operation Murambatsvina.
A fine of $3 million will be charged per month on every house owner who
fails to remove the rubble until there is compliance. Previously, the
fine was pegged at $1,5 million per month.
In most high-density areas such as Mbare, Mufakose, Highfield and Chitungwiza
most residents were busy removing the rubble to avoid paying the hefty
fine.
"As you can see, everyone in this suburb is busy working to remove the
rubble.
"Some council employees came last week and ordered the removal of all
the debris. They said they would be coming back to inspect each house
and those who do not comply will be fined $3 million," said Mrs Veronica
Mlambo from Mbare.
Another resident said he had a penalty fee of $1,5 million added to his
council bill last month.
Meanwhile, residents have called on council to collect all the rubble
that is being dumped at street corners, as it has now become an eyesore
in most suburbs.
"There is need for the city fathers to collect rubble from the streets.
The problem is that all the streets are filled with this debris which
has been uncollected for a long time," said one resident from Highfield.
