THE Combined
Harare Residents Association (CHRA) yesterday petitioned the Harare
City Council to reverse rates, tariff and supplementary charges
in its 2005 budget, saying the increase was beyond the reach of
ordinary residents.
Council is scheduled to implement the new budget in July after the
Government recently approved it.
CHRA presented 55 letters of objection at Town House in accordance
with section 219, subsection 3 of the Urban Councils Act.
Residents are objecting to the massive tariff increases, which will
range between 60 and 2 000 percent for services such as refuse collection,
sewage and provision of water, among others.
Town Clerk Mr Nomutsa Chideya yesterday confirmed that the chamber
secretary Mrs Josephine Ncube received the petitions.
The residents are arguing that the commission could not effect high
tariff and rate increases when there are no audited accounts to
show how the money residents have been paying for the past three
years, has been used.
