Residents
to brace for another trillion dollar budget After months of waiting, residents have been met with the news of the 2005 Harare City Council Budget being produced. Current efforts by the council to present the budget to residents for consideration have been a non event, with the meeting scheduled for Dzivarasekwa being postponed to Thursday at 0800am and the meeting in Avondale being largely presided over by council employees resident in Trafalgar. Reports just in state that in Dzivarasekwa less than ten residents turned up for the "consultation", forcing council to postpone the meeting. In Avondale, an observer noted that about 65 people attended the meeting. The group was comprised mainly of council employees resident in Trafalgar . Council officials who included the current Chairperson of the Commission, Sekesayi Makwavarara and Prof. Jameson Kurasha were present. No substantive issues were discussed at the Avondale meeting save for the plight of the Trafalgar Residents. Council did not bring copies of the proposed budget but based their discussions on snippets of the budget. We are still to receive reports from Greendale, where another meeting was being held. The Association has expressed concern that the consultations are a non event as consultation should have been done much earlier.
