Auction of recently acquired vehicles laudable
Combined Harare Residents' Association (CHRA)
January 23, 2004

The Combined Harare Residents Association wishes to register its concern over the council's purchase of vehicles for the Town Clerk (Mitsubishi Prado $440million) and Deputy Mayor (Toyota Twincab 3.0 D worth $288million). The spending spree comes at a time when residents are battling to come to terms with the new budget increases that have been made worse by the fact that both the Deputy Mayor and the Town Clerk have repeatedly shunned invitations to meetings with the residents.

Residents feel that council should come up with a report on the accident involving the Deputy Mayor's vehicle and a proper justification for the need for a new vehicle must be made to the ratepayers of the city. Residents are also concerned about the speed with which the Town Clerk has taken to establishing himself in council affairs. Individual benefits at the expense of the residents are unacceptable.

The Association applauds the move by council to dispose of the said vehicles. Council is obliged to follow normal tender procedures when acquiring assets for use by office bearers as well as elected personnel and in the disposal thereof.

We reiterate the need for council to review the 2004 budget and come up with ways of augmenting council's sources of funding. Stakeholder involvement should be at the heart of Harare City Council operations, and as residents we will not be spectators to the continued frustration of our hopes for the city.
