Public
hearing on the Zimbabwe Human Rights Commission Bill disrupted in
Chinhoyi
Southern African Parliamentary Support Trust
July 18, 2011
A public hearing
on the Zimbabwe Human
Rights Commission Bill scheduled for Chinhoyi has been disrupted
by a rowdy group of people who jeered at the Joint-Committee and
those who wanted to make their contributions, thus drowning their
voices. They objected to the view by one of the participants that
the Bill gave too much power to the President and the Minister of
Justice and Legal Affairs. Because of the disorderly conduct of
this group of rowdy people, the Joint-Committee had to abandon the
public hearing as the environment had become uncontrollable.
About 300 people
had gathered at Chinhoyi Cooks Hall to participate in the public
hearing only to be disrupted by this rowdy group of people, whose
only presence at the public hearing appeared to be political mischief
other than anything else. The Joint-Committee is now on its way
to Gweru where it is scheduled to conduct a public hearing on the
same Bill tomorrow, Tuesday 19 July 2011.
It remains to
be seen how Parliament
will deal with this issue, given that disruption of parliamentary
business is a serious violation of the law amounting to contempt
of parliament.
