Parliamentary Roundup Bulletin No. 18 - 2011
Southern African Parliamentary Support Trust
June 14, 2011
Introduction
The House
of Assembly resumed business yesterday after a three week break
necessitated by COPAC Thematic Committee meetings.
Plenary
Business
Yesterday, the
House only debated the condolence motion on Welshman Mabhena, the
former Governor and Resident Minister of Matabeleland North Province
who died on 24 October 2010. The motion was introduced in the House
by Hon. Reggie Moyo, Member of Parliament for Luveve Constituency
(MDC-T). He was seconded by Hon. Harrison Mudzuri (MDC-T Zaka Central
Constituency).
In introducing
his motion, Hon. Moyo said Mabhena’s heroic contribution to
the liberation struggle and his post independence record on national
development spoke for themselves. Thus, his hero’s status
was unquestionable. Hon. Moyo also narrated the trials and tribulations
that Mabhena went through after independence during the political
tension between PF ZAPU and ZANU PF, often referred to as the “Gukurahundi
atrocities”, where PF ZAPU supporters were persecuted by the
5th Brigade. This did not go down well with some ZANU PF MPs, who
heckled Hon. Moyo and accused him of “opening old wounds”.
Although Mabhena
was declared a National Hero, his family refused to have him interred
at the National Shrine as per his wish.
While the House
was generally agreed that the national hero’s status conferred
on Welshman Mabhena’s was a befitting tribute by the nation,
Members differed on the criterion used. MDC Members argued that
the National Heros Acre was a national monument and hence those
buried there should be selected in a non-partisan manner to ensure
that people buried at the shrine were men and women of integrity.
