The Outreach to Harare Metropolitan Province (Chitungwiza) scheduled for June 23rd to 30th [itinerary outlined in Constitution Watch 9] and that for Bulawayo over those dates [itinerary in Constitution Watch 8] have been cancelled and will now take place after July 12th, with dates still to fixed. Two reasons have been cited, first, that town people will be too preoccupied with the World Cup to attend to constitution making, and secondly, that there have been threats of organised disruptions.

Deployment of outreach teams

The deployment of outreach teams to the provinces got off to a bad start yesterday, with chaos reigning at some provincial centres where team members were asked to gather for accreditation and induction [see Constitution Watch 11 for list of Provincial Centres]. Most of the troubles seemed to be over accommodation for the teams, lack of facilities for accreditation and in some cases staff were busy interviewing video camera persons to record the process. Accreditation and induction will continue to-day. It is still hoped that deployment to wards will be in time for meetings to start on Wednesday. In each ward District Administrators and local councils, chiefs, headmen and MP’s have been asked to spread the word about the meeting dates and venues. Good turnouts are expected so it is hoped that the outreach teams will be ready.

Administrative problems and dearth of information

It is unfortunate that so many administrative details have been left to the last minute. At a COPAC meeting in Parliament on Friday 17th there were still substantive disagreements and many of those attending the meeting walked out, so the scheduled press conference was cancelled. It means that keeping the public informed about what is happening has taken a back seat. The Chairpersons of the Select Committee of Parliament are to be congratulated in their determination to press on despite all difficulties. It would however have been more helpful to the public and engendered greater transparency and accountability if the COPAC Secretariat had been willing to supply more information.

Veritas spent many hours trying to get updated information so we could inform the public. We kept being told that even the information published by the press was not necessarily correct or up-to-date. We took the decision to send out the outreach itineraries and lists of team members but with the caveat that there might be changes. The lack and lateness of communications has been very frustrating for those in civil society who offered to made themselves available for several months to assist in the process and have been kept hanging for almost a year. It also means that many professional people knowledgeable on constitutional matters will not be taking part.
