IT is hereby
notified that the Zimbabwe Electoral Commission, in terms of section
192 of the Electoral
Act [Chapter 2:13], has, with the approval of the Minister of
Justice, Legal and Parliamentary Affairs, made the following regulations:
1. These regulations
may be cited as the Electoral (Amendment) Regulations, 2008 (No.
2).
2. Section
3 of the Electoral Regulations, 2005, published in Statutory Instrument
21 of 2005 (hereinafter called "the principal regulations")
is amended by the deletion of "one thousand dollars" and
the substitution of "ten million dollars".2
3. Section
6 ("Deposits on nomination") of the principal regulations
is amended—
(a) in paragraph
(a) by the deletion of "ten thousand dollars" and the
substitution of "one hundred million dollars";3
(b) in paragraph (b) by the deletion of "fifty thousand dollars"
and the substitution of "one billion dollars";4
(c) by the repeal of paragraph (c).5
4. Section
15 of the principal regulations is repealed and the following is
substituted
"Copies
of rolls
15. (1) Copies
of the printed roll for any constituency or ward may be obtained
from the Commission upon payment of a fee of two hundred million
dollars, in the case of a constituency voters roll, or fifty million
dollars, in the case of a ward voters roll, payable in cash.6
(2) Copies
of the electronic version of any voters roll may be obtained from
the Commission upon payment of a fee of one hundred million dollars
per compact disc, in the case of a political party, candidate
contesting an election or accredited local observer, or fifty
United States Dollars per compact disc, in the case of an accredited
foreign observer, payable in cash. ".
5. Section 20
("Privileges of observers and election agents") of the
principal regulations is amended—
(a) in subsection
(1)(a) by the insertion after "dipping" of "or
marking";
(b) in subsection (2) by the insertion after "dipped"
or "or marked".
6. Section 27
("Accreditation fees for observers") (1)(b) of the principal
regulations is amended by the deletion of "one thousand dollars"
and the substitution of "ten million dollars".
7. The First
Schedule ("Forms") to the principal regulations is amended—
(a) in Forms
V8, V20 and V22 by the deletion of "black and white";
(b) in Forms V8 and V20 by the insertion after "National
Registration No.: ……" of
"Residential Address: …………………………………………………………….."
.
8. The Electoral
(Amendment) Regulations, 2006 (No. 1), published in Statutory Instrument
182 of 2006 , are repealed.

to the retention of another's name on a voters roll (in terms of
section 28 of the principal Act).

5 The repealed paragraph specified the deposit payable by
a mayoral candidate (no longer necessary in view of repeal by Local
Government Laws Amendment Act, 2008 (No. 1 of 2008) of provisions
for election of mayors by registered voters – mayors will
now be elected by councillors).
6 The former fees were $1 000 and $500, respectively.
