Senate approves Education Bill

THE Education Amendment Bill that seeks to provide for the charging of school fees and levies in line with the Consumer Price Index as published by the Central Statistics Office, sailed through the Upper House yesterday with amendments.

The Bill has also been approved by the House of Assembly with amendments and now awaits Presidential assent for it to become law.

Some of the amendments adopted by the Senate included those to Clause 5 providing guidelines for the increase of fees or levies in non-Governmental schools.

Under the provisions, the Secr-etary for Education and Culture shall approve any increase of fees or levies if the increase sought in respect of the next term of the non-Governmental school concerned provided:

(a) it does not exceed the percentage increase in the cost of living from the beginning to the end of the proceeding term as indicated by the CPI published by the CSO.

(b) the fees or levies for the day school pupils who are provided with meals at the school are not more than 40 percent of the fees or levies paid by boarders.

(c) the fees or levies for the day pupils who are not provided with meals at the school are not more than 30 percent of the fees or levies paid by the boarders.

Education, Sport and Culture Minister Cde Aeneas Chigwedere told the Upper House that the amendments had been made after realising that some boarding schools were in the habit of making day pupils subsidise boarders through marginal differences in the fees or levies paid.

Senators applauded the Bill saying it was long overdue.
