Introduction
Mr Speaker Sir, the Parliamentary Legal Committee considered the Zimbabwe
Electoral Commission Bill [H.B.18, 2004] within the framework of its mandate
and regrets to report that in the opinion of your committee, the provisions
of paragraphs (a), (b), and (c) of clause11 and clause 12 of the Bill
would, if enacted, be in violation of section 20 of the Constitution,
while the provisions of clause 11(3) are in violation of section 18 of
the constitution.
