There can be
no free and fair, nor valid election if it takes place in circumstances
in which:
- One of the
parties declares that it will not recognize the result if it looses;
- Nor where
one of the parties calls his political opponent an enemy;
- Nor where
one of the parties says that only God will remove him from office;
- Nor where
the opponent is assaulted, harassed, detained and called a traitor;
- Nor where
the prospective voters are threatened with violence:
- Nor where
the decisions of the courts are not respected and chicanery is
rampant;
- Nor where
there is no freedom of expression or freedom of the press;
- Nor where
there are no independent observers allowed to monitor the election;
- Nor where
the incumbent has no respect for democracy, the rule of law and
the dignity of his country;
- Nor where
the ruler is a megalomaniac and gives false reasons why he should
continue to rule for the rest of his life.'
