    There can be no free and fair, nor valid election if it takes place in circumstances in which:

    • One of the parties declares that it will not recognize the result if it looses;
    • Nor where one of the parties calls his political opponent an enemy;
    • Nor where one of the parties says that only God will remove him from office;
    • Nor where the opponent is assaulted, harassed, detained and called a traitor;
    • Nor where the prospective voters are threatened with violence:
    • Nor where the decisions of the courts are not respected and chicanery is rampant;
    • Nor where there is no freedom of expression or freedom of the press;
    • Nor where there are no independent observers allowed to monitor the election;
    • Nor where the incumbent has no respect for democracy, the rule of law and the dignity of his country;
    • Nor where the ruler is a megalomaniac and gives false reasons why he should continue to rule for the rest of his life.'
