of the Special General Council of the Zimbabwe Congress of Trade

Congress of Trade Unions (ZCTU)

We, the General
Council members of the Zimbabwe Congress of Trade Unions (ZCTU),
meeting at the Quality International Hotel in Harare on September
8 2007 to, among other things, discuss the proposed National Action
of August 2007 as resolved by the General Council meeting of 24
February 2007 and having;
- Discussed
and analysed the economic outlook in Zimbabwe and its effects
on the general workforce;
- Explored
the nature and extent of the national crisis facing the economy;
- Shared experiences
on socio-economic development in the context of the ongoing crisis;
and
- Considered
inputs from ZCTU structures and affiliate unions on proposed National
Action,
Observing that;
- Government
has decreed through the Presidential Powers (Temporary Measures)
Act that there be a wage/salary freeze
- The ZCTU,
government and business signed the Prices and Incomes Stabilization
Protocol on June 1 2007,
- Employers
at National Employment Council level have not ensured that wages
are indexed to the Poverty Datum Line that is currently at $8,2
million;
- The Government
has not addressed the contents of the September 13 2006 ZCTU petition
that led to the mass protests countrywide;
- The supplementary
budget presented by the Minister of Finance falls far short of
workers' expectations of a tax-free threshold that is linked
to the Poverty Datum Line
Further observing
that;
- The Presidential
Powers (Temporary Measures) are clearly illegal, unconstitutional
and violates Convention 98 on the Right to Organize and Collective
Bargaining
We therefore
hereby resolve that:
- Mobilization
of ZCTU structures and members for national action continue,
- Effective
consultations with other stakeholders on the National Action take
place,
- Notwithstanding,
National Action is on 19 and 20 September 2007,
- The form
of action be a stayaway,
- In the meantime,
we will not attend the Tripartite Negotiation Forum until the
Presidential Powers have been clarified by government.
