Economist

The World Bank
is seeking to locally recruit a highly qualified candidate for the
position of Economist (ETC) in the Harare office. The successful
candidate will work as part of the Africa Region's Poverty
Reduction and Economic Management (PREM) network and will form a
core member of the economic team for Zimbabwe, under the overall
guidance of the Lead Economist for Zimbabwe, based in Washington
DC, and the Sector Manager in Washington. He/she will also work
closely with the Country Manager for Zimbabwe and interact with
other members of the Zimbabwe country team both in Harare and Washington
DC.
The Economist
(ETC) will provide support to the Bank team and Country Office to
implement the Bank's economic work program Zimbabwe, with
particular focus on the fiscal policy dialogue, analysis of core
macroeconomic trends, and support for economic management capacity
development.
Duties
and Accountabilities
The Economist
(ETC) will:
- Along with
other members of the Zimbabwe economic team, provide support to
the Country Manager in the economic policy dialogue with the government
and develop close and productive relations with clients and stakeholders
in the government, academia, NGOs, private sector, and the international
community.
- Manage and
contribute to economic monitoring and contribute to the macroeconomic
work program for Zimbabwe.
- Work on
a macroeconomic database for Zimbabwe and use this to prepare
various economic monitoring reports.
- Support
cooperation with the IMF and other international partners. Participate
in the Analytic Multi-donor Trust Fund meetings
- Manage and
or contribute to selected tasks in a range of areas with a focus
on fiscal management, public sector reform, aid coordination,
competitiveness and growth, and sectoral development in Zimbabwe,
including preparation of analytical reports, as needed.
- Oversee
the work of short-term consultants and research assistants as
needed.
Selection
Criteria
- Advanced
degree in Economics or a related field (Masters, Ph. D. or equivalent)
with substantial experience (minimum of five years) in dealing
with fiscal policy, macroeconomic management, and governance issues;
- Demonstrated
ability to carry out research and analytical tasks and to apply
findings to key sector and country economic issues;
- Good understanding
of functioning and organization of the Zimbabwe government; familiarity
with the government's reform program, in particular in the
areas of budget management, civil service reform, and revenue
administration.
- Ability
to conduct independent policy discussions with representatives
of both the government and non-government partners on selected
policy issues and to participate in formal negotiations;
- Ability
to learn quickly, and the capacity to work simultaneously and
effectively on a variety of tasks, independently adjusting priorities
and achieving agreed results;
- Strong quantitative,
analytical and strategic skills and a significant track record
of both conceptual and operational work;
- Experience
of working with large databases with sophisticated architecture,
in-depth knowledge of spreadsheet and word processing software;
- Ability
to understand client needs, translate them into action with professionalism,
work independently and take initiatives;
- Strong interpersonal
skills, with the capacity to influence without formal authority
and to work in teams across organizational boundaries within the
multi-cultural environment;
- Excellent
communication skills, both in oral presentations and in writing.
Candidates for
this position must have demonstrated leadership qualities, technical/professional
excellence, strong initiative, ability to manage risks, and excellent
Interpersonal skills. The incumbent needs to be able to interact
effectively with clients, Bank teams and managers, and international
partners to find practical solutions to problems, and to facilitate
quick results on the ground.

Evaluation
of the IOM's Livelihood Projects Implemented under the Emergency
Humanitarian Assistance to Mobile and Vulnerable Populations in
Zimbabwe
Deadline: 30 September 2009
The International Organization
for Migration in Zimbabwe is searching for an experienced evaluation
consultant (or team) to conduct a mid-term evaluation of its Livelihood
Projects under the Emergency Humanitarian Assistance to Mobile and
Vulnerable Populations in Zimbabwe.
The major objective of
implementing livelihood activities is to ensure that MVP households
are food secure and have access to viable incomes. It is expected
that such assistance will allow beneficiaries to gradually become
less dependent on food/relief handouts and enable them to meet some
of the basic social service requirements, i.e. schooling for the
children and health care.
IOM seeks to assess the
degree to which it has successfully and efficiently met this major
objective visà- vis beneficiaries assisted from 2007 until
present, as well as to receive action-oriented recommendations to
improve its livelihood activities going forward. Therefore, IOM
intends to engage an evaluation consultant/team to undertake an
external evaluation.
Moreover, IOM Zimbabwe
is developing an overall strategy relating to livelihoods, not only
within its support to MVP communities but also to assist other vulnerable
groups, including returnees. This evaluation will be an important
input to the mission's strategic approach to livelihoods in
Zimbabwe. The evaluation results will remain however confidential
and with restricted distribution within IOM and to donors of its
livelihoods interventions, mainly due to the sensitivity of some
of those projects.
The evaluation is expected
to start in October 2009.
