High Court judge to deliver ruling on Hon. Mangoma's bail application

High Court Judge Justice Samuel Kudya will on Tuesday afternoon deliver a ruling on a bail application filed by Energy and Power Development Minister and Movement for Democratic Change (MDC) Deputy-Treasurer-General Hon. Elton Mangoma, who was arrested and detained last week for alleged criminal abuse of duty.

In his bail application which was heard on Tuesday morning by Justice Kudya who presided over the bail hearing, Hon. Mangoma's lawyer Selby Hwacha argued that the MDC Deputy-Treasurer-General should be admitted to bail because the State case is very weak.

The State through Chris Mutangadura, the chief law officer in the Attorney General's Office opposed Hon. Mangoma's application for bail and argued that the Energy and Power Development Minister is a flight risk as he has some connections within and outside the country.

Mutangadura said if admitted to bail Hon. Mangoma would interfere with State witnesses, whom he claimed included some of his subordinates.

Hon. Mangoma, who was charged with criminal abuse of duty as a public officer was arrested on Thursday 10 march 2011 at his government offices and is currently detained at Harare Remand Prison.

The State accuse Hon. Mangoma of unlawfully abusing his office as Energy and Power Development Minister by ordering his subordinates to procure five million litres of diesel from a South African company, Nooa Petroleum without following tender procedures.
