Referendum forecasted for June 2011

Time lines
released by the Parliamentary Select Committee on the Constitution
(COPAC) of the referendum for the new constitution is likely to
be held in June next year.
The notice states
that COPAC will start receiving data from its outreach teams from
respective provinces on Thursday with uploading set to begin on
31 October. Thematic groups on specific thematic areas will also
start collation of data on the same day pending the start of discussions
next month until end of December. This will be followed by the constitution
drafting in the whole of January, before the second all-stakeholders
conference on 31 March. COPAC is then expected to make a presentation
to Parliament
on 30 April, which would lead to the referendum in June.
COPAC Co-Chairperson
Hon. Munyaradzi Paul Mangwana confirmed the likelihood of the referendum
being held in June next year. He said that the data uploading is
expected to start on Monday next week after completion of outreach
meeting in Harare. He, however, added that the referendum depends
on the availability of funds which they expect from Government ,
as well as the amount of time that would be taken in completing
the remaining activities.
Although the
constitution making process is a year behind from the initially
scheduled time, ZimRights calls for all stakeholders involved in
the drafting of the new constitution to make sure the needs of the
people of Zimbabwe are put across as requested by the people during
outreach meetings. All the time and money that has been injected
into the consultation process should yield a favourable constitution
for the people of Zimabwe. The referendum should not present the
beginning of another period of violence in the country. People must
be able to vote "yes" for a constitution that reflects
what they want, without fear of reprisal.
