At the start of a weeklong Women Leaders Diplomacy Mission in Zimbabwe to support and strengthen women's involvement in governance, Mary Robinson spoke about the importance of a full participatory process as Zimbabwe develops a new constitution.

Addressing Zimbabwe's President Mugabe, Prime Minister Tsvangirai, other government ministers, officials, and women's civil society organizations, she stated:

"No constitution which has failed to fully ensure the perspectives and concerns of women can be seen as fully legitimate over time. The equal participation of women and men in constitution making is an essential element for democratic governance."
