civil society position on Global Fund Future Model

We, civil society
in Zimbabwe acknowledge the Global Fund Future Model because of
its positive attributes which include:
1. Meaningful
participation/involvement of civil society
2. Focus on
highest impact countries, highest disease burdens and flexibility
of funding criteria
3. Global fund
support to country driven development of a concept and proposal
as well as the cost saving measures resulting from submission of
a concept and not a full proposal which may be declined after investing
a lot of resources.
4. The proposed
shortening of the process which enhance effectiveness and efficiency
However, we
civil society in Zimbabwe, recommend the Global Fund Future Model
to consider the following:
1. The
absence of clear timelines for concept submissions by countries:
Countries can become complacent even in the face of funding shortages.
The lack of deadlines makes it difficult for civil society to hold
governments accountable for non-submission. Civil society is calling
for opening and closing dates for submissions.
2. Situation
of countries under additional safeguard policy: While as
the Zimbabwean Civil Society acknowledges that Zimbabwe needs to
continue to address critical issues of Human Rights. We feel that
this status has continued to disadvantage the ordinary people affected
by the three diseases as the grant implementation costs are high
and do not foster building of local capacity. We are calling for
a careful review of Zimbabwe's status with the new funding
model to facilitate Zimbabwe to select its own PR.
3. The
roles and responsibilities of the various structures: Although
the new model places emphasis on the cycles and processes for improved
efficiency, it is not clear what reforms are likely to happen at
the country level structures that include the CCM, PR, and LFA,
to support more efficient grant implementation. We
are calling for reviews and reforms to cascade to the country level
to improve efficiency and effectiveness.
4. Funding
predictability for sustainability of country programmes:
We acknowledge the 2 year gap in support. We
are requesting the Global Fund to call for concepts that match with
available funding rather than projected funding pledges.
5. Country
ownership and sustainability: The new model recognizes
country ownership as a key principle and this can only be enhanced
through a comprehensive capacity building of local systems and structures.
We are therefore calling for clearly defined capacity building processes
that will transition the role of PR to NAC
and Civil society in the near future.
