National AIDS Council intensifies support for community and home
based care and children orphaned by AIDS

In recognition
of the worsening AIDS crisis aggravated by the prevailing food shortage
the National AIDS Council (NAC) Board has decided to allocate an
additional $420 million dollars to all districts to support community
and home-based care for People Living with AIDS (PWA) and Children
Orphaned by AIDS (COBA).
This allocation
was announced and launched by Dr Michael Ndubiwa, NAC Board Chairperson
and Health and Child Welfare Minister, Dr David Parirenyatwa at
Mtshabezi Mission Hospital in Gwanda Rural District on 4th October
2002.
These funds
will be accessed by all wards throughout the country through the
84 District AIDS Action Committees (DAAC) in both rural and urban
areas. Each DAAC will receive $5 million, which they are required
to disburse to their wards to intensify and expand interventions
for CHBC and COBA.
Specifically
the funds are intended to assist to procure and distribute CHBC
kits that will include essential food nutrients for People Living
with AIDS (PLWA). In addition these resources will support the provision
of assistance to needy Children Orphaned by AIDS to meet their basic
requirements. For school assistance for COBA, BEAM processes should
be applied to identify beneficiaries.
There is need
that these funds should be monitored to see to it that they reach
the most deserving, identified through Community based structures
in collaboration with the health and social services sectors and
NGOs.
The multisectoral
Ward AIDS Action Committees (WAAC) should maintain strict and verifiable
records of the individuals, families and activities that receive
support. This data and other tools will be used to track and account
for these resources.
It is NAC's
hope and intention that these funds coming in the wake of the deepening
problem of HIV /AIDS against a ravaging food crisis will help reduce
the impact of the epidemic on PLWA and COBA.
