The Small Grants Program

About the Program

The Small Grants Program was created to provide a way for the World Bank to promote dialogue and dissemination of information about development in forums outside its own operations.

Who Can Apply?

Any institution concerned about development can apply for a grant. However, the Small Grants Program prefers to support nonprofit, nongovernmental, religious and academic organizations, professional associations, and development organizations. To be eligible, an organization must be registered with the Government of Zimbabwe.

What Sorts of Activities Are Supported?

The theme for this current Small Grant support is support to civic engagement for the empowerment of marginalized and vulnerable groups.

Activities supported by the Small Grants Program promote dialogue and dissemination of information about development. These activities are most often conferences and seminars, special editions or startup costs of publications, audio-visual materials, or other innovative networking efforts that small organizations generally find difficult to fund through their regular program budgets.

What Size of Grants Are Awarded?

Most grants are in the range of US$8,000 to US$15,000. Smaller grants are possible, but larger grants are rare. (Grants are payable in Zimbabwe dollar equivalents). The Small Grants Program prefers that its grants help to generate additional contributions from other sources. Applicant organizations are asked to describe how a grant from the World Bank might help them to raise funds from other donors.

How Are Grants Awarded?

Administration of the Small Grants Program has been decentralized to the World Bank Zimbabwe Country Office. Grants are awarded by a Small Grants Committee, convened in the Zimbabwe World Bank Country Office.

How Are Applications Evaluated?

The Small Grants Committee reviews applications against the following criteria:

  • whether or not the proposal falls within the objectives set by the Small Grants Program.
  • the potential impact of the proposed activity on public awareness of social and development issues.
  • the potential contribution of the proposed activity to the capacity of the recipient.
  • duration of the proposed activity (implementation should be within a period of six months after approval).
  • cost effectiveness.
  • implementation capacity of the organization applying.

Which Grant Activities Are Given Priority?

While all applications which are favorably evaluated against the above criteria could be eligible for grant support, the World Bank Country Office Small Grants Committee gives priority to:

  • Activities which would promote dialogue and disseminate information outside the Bank’s own operations.
  • Activities which would promote awareness of development issues and to build the capacity of the non-governmental sector through information exchange and dialogue.

To realize these objectives, the Grant will provide grant funding for conferences and seminars, special publications, communications materials and innovative networking opportunities. Small to medium scale social surveys and focus group discussions to determine public awareness of environment, gender, social protection, structural adjustment and reform of social sectors could be considered under the Small Grants Program.

Which Grant Activities Are Not Supported?

Grants are not available from the Small Grants Program for:

  • Supplies, staff/consultants fees, translations, or newspaper advertisements.
  • Formal academic training programs
  • Operational projects
  • Ongoing institutional support
  • Scholarships, fellowships, or study programs
  • Individuals applying on their own behalf, including for travel or studies

Monitoring and Reporting

Grantees will be required to report on the implementation of their activities, and to submit complete financial reports which may be subject to auditing. The Country Office will also monitor activities during implementation.

How to Apply for a Grant

Applicants are advised to contact the World Bank Country Office. Applicants should also be advised that competition for grants is intense, and with a limited budget, the Small Grants Program cannot support all of the many worthwhile activities for which applications are received.

Application Narrative. (Please provide the following information in narrative form. The narrative should not exceed four typed pages.)

  2. Describe briefly:

    specific objectives or ways in which you will meet the goal(s);

    the specific activities for which you are seeking funding to meet the objectives;

    partnerships to implement activities;

    timeframe in which this will take place.

  4. How will the proposed activities promote dialogue and dissemination of information about international development?
  5. How will the grant funds be used to address poverty and social needs at the local level?
  6. What are the specific outcomes and how will these be tracked and measured?
  7. Describe who the activities will benefit and the expected impact of the activities.
  8. Describe how you will measure the effectiveness of your activities.
  9. Describe the organizational arrangements and staff capacity to carry out the activities identified above.
  10. Describe plans for obtaining other funding needed to carry out the activity, including amounts requested of other funders. The Small Grants Program rarely funds more than half of the proposed budget for an activity, and therefore prefers that its grants help to generate additional contributions from other sources.
  11. Provide a budget for the activity showing estimated costs; amount requested from the Small Grants Program and the categories for which it will be utilized; and other principal sources of support.
  12. Submit the following attachments with the completed proposals:
  • Complete list of the organization’s officers and directors.
  • The organization’s actual income and expense statement for the past fiscal year, identifying the organization’s principal sources of support.
  • The organization’s projected income and expense budget for the current fiscal year, identifying the projected revenue sources.
  • Copy of the organization’s registration status.
