Important
notes:
- Assume that
you are on the voters roll - go and vote on 9th and 10th March.
It's all about turnout.
- Please remember
not to shake hands with anyone prior to voting. You do not want
to lose your opportunity to vote by having your hands stained
by fraud ink inadvertently.

B.
March 06, 2002 - Electoral Supervisory Commission meeting
The Electoral
Supervisory Commission (ESC) held a meeting with observers and civil
society organisations etc in Harare on Wednesday morning March 06,
2002. Our thanks to Combined Harare Residents' Association who attended
this meeting and supplied this information.
Some significant
changes and clarifications have been made to the voting procedure
at polling stations in Harare and Chitungwiza:
1. New
position of fraud ink and voters' rolls in flow through polling
station PLUS colour-coded ballot papers and boxes - Harare.
In Harare, there
will be three ballot papers. This is how the voting procedure will
take place:
- You will
enter the polling station, and your hands will be checked to ensure
that you have not already voted.
- Your name
will be checked on the Constituency Voters' Roll.
- Your name
will be checked on the Ward Voters' Roll.
- If you qualify
to vote in either the Constituency or Mayoral/Council elections
you will proceed as follows:
- You will
dip your hands in the fraud ink.
- If your
name was found on the Constituency Roll you will collect your
Presidential ballot paper
- If your
name was found on the Ward roll you will collect one ballot
paper for the mayoral vote, and one for the councillor vote
- You will
proceed to the polling booths and vote in private according
to your wishes - your vote is secret.
- On the
back of the folded ballot paper is the Presiding Officer's mark.
Before you place your folded ballot papers in the relevant ballot
boxes you will be required to show the back of the folded ballot
paper to the official.
NOTE: You will not be revealing how you have
voted as that information will remain hidden inside the folded
ballot paper.
- The ballot
papers WILL be colour coded as will the ballot boxes.
You will place each ballot paper into the ballot box of the
matching colour.
- Presidential paper in the Presidential box,
- Mayoral paper in the Mayoral box, and
- Council paper in the Council box.

2. Clarification on how ballot papers placed in the wrong ballot
box will be processed
If a ballot
paper is correctly completed but placed in the wrong ballot box
eg Presidential ballot paper placed in Mayoral ballot box, the paper
will be accepted and transferred accordingly at the counting stage.
3. Opening hours of polling stations
7am - 7pm
4. Polling stations in wards with overlapping constituencies
Parts of more
than one constituency extend into the following wards:
- Ward 1 -
Glen View, Glen Norah, Mbare East and Harare South overlap
- Ward 2 -
Hatfield, Harare South and Harare Central overlap
- Ward 6 -
Harare Central and Harare South overlap
- Ward 8 -
Harare Central, Harare East and Harare North overlap
- Ward 11 -
Mbare West, Kambazuma, Mbare East and Harare Central overlap
- Ward 15 -
Dzivarasekwa and Kambazuma overlap
- Ward 17 -
Harare Central and Harare North overlap
- Ward 22 -
Hatfield and Harare South overlap
- Ward 23 -
Mbare East and Mbare West overlap
The ESC claims
that voters' rolls for all constituencies represented in a ward
will be available at polling stations in these areas.
To avoid unnecessary
queueing only to find that this is not the case, make sure to select
a polling station which is in BOTH your constituency AND your ward
first if you wish to vote for president, mayor and councillor.
Vote anywhere
in your constituency if you only wish to vote for the President.

in this regard.

from 1 year ago showing proof of at least 1 year's residence
in the city
OR
- Letter
from employer or landlord or estate agent confirming this fact

D. What to do if you are not permitted to vote
Make your details
and objection known to:
- the observers
if they are present
- your candidate's
polling agents
- the CHRA/Crisis
Zimbabwe Voter Information Centre - they are set up to handle
and respond to these reports - use numbers above
Try and vote
at another polling station - do not try this if for some reason
you have had your hands dipped in fraud ink already.
