Constitutional demands
Zimbabwe

Bill
of Rights
- The first,
third and more importantly second generation rights i.e. social,
economic and cultural rights must be guaranteed. (NB The right
to education must be guaranteed with universal basic education
being free and tertiary education to be accessible to all on the
basis of merit.)
- No one shall
exercise personal freedoms that violate our cultural values
Executive
- Executive
powers to be vested in Prime Minister ,Cabinet and a non partisan
council of Chiefs
- The Prime
Minister shall be elected and accountable to parliament and shall
have at least a first degree
- All cabinet
ministers must be elected members of parliament and appointed
by the Prime Minister in consultation with Parliament
- There shall
be at most 15 Ministers with defined ministries
- There shall
be no Deputy Ministers
- No individual
shall serve as Prime Minister for more than 2, 5 year terms
- The council
of Chiefs shall nominate a Chief President after every 5 years
on a rotational bases from all the 10 provinces of Zimbabwe
- The Chief
President shall be the head of State
- All state
apparatus i.e. the army, police and intelligence shall be under
the Chief President
- Chiefs with
a known political affiliation shall be ineligible to sit in the
council of Chiefs
- The council
of Chiefs shall be entrusted with safeguarding our cultural values
and natural resources
Parliament
- There must
be only one house of Assembly of not more than 120 constituency
members of parliament
- All parliamentarians
shall be elected by a particular constituency
- At least
30% of all parliamentarians shall be youths below the age of 35
- To be eligible
to be a parliamentarian one must have attained a tertiary education
qualification from a respectable tertiary institution
Local
Government
- Decentralisation
and devolution of power and resources
- Creation
of provincial assembly led by a provincial governor
- The provincial
assembly shall be constituted of elected local councillors and
traditional chiefs
- The provincial
governor shall be elected by provincial assembly
- All provinces
must be renamed to do away with tribal connotations to foster
a sprit of national unity
Elections
- Elections
shall be conducted periodically after every 5 years
- An independent
Electoral Commission shall run the elections
- The electoral
commission shall be appointed by the parliament
- Electoral
commission prepares and updates the voters' roll
- Voters roll
must be a public document readily available upon request
- Any citizen
is eligible to contest any post of choice irrespective of race,
sex, age or disability unless he/she does not meet the academic
pedigree required for such a post
- Electoral
commission shall be responsible for delimitation of constituencies
Natural
Resources
- All natural
resources must be wholly owned by state and all resources must
benefit all Zimbabweans
- The State
shall lease natural resources it cannot utilise for national development
to patriotic Zimbabweans and other Investors who shall be asked
to pay royalties from proceeds of natural resource exploitation
- A non partisan
council of Chiefs must have an oversight role over the natural
resources
Citizenship
- Right to
citizenship by birth
- No one shall
be granted Zimbabwean citizen status if he/she is citizen of another
country i.e. no dual citizenship
- Right of
citizenship by residents or by marriage to people who renounce
their citizenship first
Independent
Commissions
- Shall be
appointed by the prime minister of the republic
- Shall only
be dissolved by parliament; prime minister cannot dissolve the
commissions before the conclusion of their tenure in office

commission

- Labour commission
- Land and
Development commission
- Gender Commission

Commission
- Media Commission
National
Colours
- The black
colour must be removed from national flag since we are a multiracial
country and we cannot continuously remind people that the blacks
are the majority as it sows seeds of racial hatred
