National Executive Council resolutions
Zimbabwe National Students Union (ZINASU)

The National Executive Council of ZINASU having met in Harare on Saturday 18 April 2009 to deliberate on issues affecting the students of Zimbabwe and the nation in general, resolved:

On the issue of tuition fees

The union executive resolved that the fees being charged by Universities remain too high despite some cosmetic reductions announced by the Ministry. Further, the union condemned the decision by University authorities to defer students who have failed to pay the fees on time. The executive also noted with great concern the position taken by University authorities that students who have failed to pay the fees in full will not be allowed to sit for the semester examination and further expressed disapproval of the privatisation drive by the government that is manifesting itself in a situation whereby all University costs, including lecturers salaries and allowances are being settled by students through the payment of exorbitant fees. The union leadership took stock of the successes and failures of the campaign against dollarization of education and resolved that the campaign will be rebranded under a new code name. The new code name adopted will be "The National Campaign Against the Privatisation of Education in Zimbabwe" (NACAPEZ). We further resolved to intensify protests at colleges and in the streets of all major cities under NACAPEZ.

On Constitutional Reform

The union noted the developments in the country in relation to the issue of constitution making and resolved that the government process falls short of a people driven process. The union reaffirmed its commitment to a people driven constitutional process as resolved by our previous congresses. Further the union reiterated the position agreed at The People's Convention and articulated in the People's Charter that any constitutional reform processes must start with a joint government-civil society Conference that will appoint an independent commission as well as setting out the agenda and terms of reference of the Commission. Therefore, the union will not participate in any processes that do not conform to a people driven process unless a decision by a higher decision making organ of ZINASU decides otherwise.
