Road Administration (ZINARA)

ZINARA (Zimbabwe
National Road Administration) is a body corporate established in
terms of the Roads Act (Chapter 13:18). It was established in 2002
and its core business, in consultation with the minister of Transport,
Communication and Infrastructural Development, is fixing road user
charges and collecting such charges or any other revenue of the
Road Fund. Zinara is also responsible for the allocation and disbursements
to Road Authorities of funds from the Road Fund in accordance with
rules prescribed by the Road Administration.
Zinara is empowered
by the Act to audit the use of the funds to Road Authorities and
to ensure that disbursed funds are utilized for the purpose for
which they are intended.
There are four
categories of Road Authorities that Zinara allocates funds to, which
are Department of Roads, Urban Councils, District Development Fund
(DDF) and Rural District Councils (RDCs).
- The Department
of Roads which is an arm of the Ministry of Transport, Communication
and infrastructural Development is responsible for the construction,
maintenance and rehabilitation of all state roads.
- Urban Councils
- There are 27 Urban Councils that receive funding from Zinara
whose responsibility, within the area of their jurisdiction, is
to construct, maintain and rehabilitate every road in accordance
with Road Programmes approved by Zinara.
- District
Development Fund - Is responsible for all rural roads that fall
under their jurisdiction.
- Rural District
Councils - There are 60 RDCs in the country and these carry out
maintenance work in all tertiary roads within their jurisdiction.
Zimbabwe has
a road network of 87,654 kilometres comprising of 8,194 kilometres
of urban roads, 61,000 kilometres of rural roads and 18,460 kilometres
of State Highways. Most of these roads are over 30 years old and
have gone beyond their lifespan. US $2 billion is required to rehabilitate
the entire road network and bring it to international standards.
Allocations to Road Authorities being made by Zinara are for routine
maintenance works which is pothole patching and grass cutting. Some
of the country's roads need total rehabilitation and not the
routine maintenance that Zinara is funding. The current state of
the country's roads has a direct relationship with the economic
decline in the last decade. Zinara is not receiving any funding
from the Treasury, however, Zinara is exploring other avenues of
raising funding for the rehabilitation of the country's road
network.
Zinara is NOT
involved in the "fixing" of roads but as an Administrator
of the Road Fund, funds Road Authorities which have the obligation
to maintain the country's roads.
