PEOPLE with disabilities have raised
concern over the Domestic
Violence Bill for not addressing issues to do with disability.
Disabled people who stay with caregivers
allege they are abused and the Bill does not address such issues.
Regional rehabilitation officer of
the African Rehabilitation Institution Mr Engelbert Makanjera said
disabled people were suffering in homes as they were abused by their
caregivers.
"It is a fact that people with disabilities
have suffered from a number of abuses by unscrupulous people who
masquerade as their caregivers or sympathisers.
"Most often than not, a countless number
of abuses have gone unpunished as society does not see it as reasonable
to punish the very few people who seem to accommodate people with
disabilities since the rest tend to ignore them," said Mr Makanjera.
Organisations dealing with people with
disabilities have proof that the disabled are not only hidden by
their caregivers, but are sometimes subjected to a lot of abuse
by their masters, who also include institutions which cater for
their needs and wellbeing.
Mr Makanjera also said that the disabled
girl child and woman should be recognised by the Bill since they
were the most abused.
