Statutory Instrument
85 of 2013 that relates to the Amendment of the Electoral Act Regulations
has
been gazetted following a decision
by President Robert Mugabe on June 13, 2013 to evoke the Presidential
Powers (Temporary Measures) and effect amendments outside of
Parliament.
Reports indicate that
the President has also used the same Presidential Powers to proclaim
31 July as the date for the harmonised election.
Zimbabwe
Lawyers for Human Rights Board member, Mr Trust Maanda, said
that the President cannot have extraordinary powers that allow him
to operate outside the constitutional provisions and that although
the Presidential Powers (Temporary Measures) Act affords President
Mugabe certain powers - he doesn’t have all the powers.
