Yesterday, the
Cabinet Committee set to harmonize divergent views on the COPAC
draft
constitution met to deliberate on the sticky issues.
There was little
progress in resolving the problem areas. The areas of disagreement
remain (1) Devolution (2) Dual Citizenship (3) Presidential powers
(4) National Prosecuting Authority (5) Land Commission (6) Appointment
of Governors (7) The Judiciary among other issues.
The Cabinet
committee resolved to consult the Principals on the contentious
issues before scheduling another meeting. However, President Mugabe
is currently on leave in the Far East and this might affect progress
on the constitution
making process.
Given these
political developments it is likely that Zimbabwe might go for a
general election next year without any substantial democratic reforms.
Consequently, there is need for civil society, regional and international
actors to continuously lobby the Zimbabwean Government to implement
key democratic reforms before the elections. This will help to avoid
a flawed transition beaming on the horizon.
