    National Constitutional Assembly (NCA)

    The National Constitutional Assembly (NCA) held its Extraordinary National Consultative Assembly meeting at Bumbiro/Isisekelo House, in Harare, on the 9th of June 2012. All the Assembly's 10 provincial structures attended, including national taskforce members and constituency chairpersons. The National Consultative Assembly is the highest decision making body outside congress.

    After extensive deliberations touching on the internal and external factors affecting the constitutional reform movement and the people of Zimbabwe, the consultative assembly made the following resolution:

    (a) State of the Organisation

    The consultative assembly acknowledged the difficulties in funding mainly caused by donors who opted to support the ill-fated COPAC process. Having noted that the NCA has been relying much on donor funds in its programming and activities.

    The Consultative Assembly therefore resolved that;

    1. The NCA calls upon its membership to voluntarily assist in funding the programmes and activities of the organisation to move away from too much reliance on donor funds, to ensure that the NCA continues to be afloat and remains truly independent in its operations bearing in mind the 'strings attachments' mainly associated with donor money.

    2. Directs the NCA to re-organize itself, rationalise its structures, re-introduce focused ideological education at all levels of its leadership and membership to refocus on advancing the interests of the People and meeting their needs.

    3. Enforces membership cards to be sold at a pegged fee as a way of fundraising.

    (b) COPAC

    Disturbed by the manner in which COPAC handled the constitution writing process blowing close to $45 million and yet they are failing to produce a consolidated draft. Noting the defects in the first draft constitution by COPAC. Recognising the unrelenting machinations by ZANU PF in attacking the process

    The consultative assembly therefore;

    4. Demand that the draft be out for a referendum so that the people of Zimbabwe be given a democratic right to decide what they want.

    5. Calls upon its structures to intensify the NO Vote campaign in rejecting the politician driven constitution.

    6. Demand that an independent commission be established to start a fresh process to lead the constitution making process.

    7. Castigate ZANU PF for not being sincere in their attack of COPAC, because they are a part of it.

    8. Instructs ZANU PF to finish what they started and stop acting as if they are not part of COPAC

    Election

    Noting that there has been talk of an election to be held within 12 months

    The meeting therefore;

    9. Rejects calls to have an election without any meaningful reforms in our media, electoral and security sector and without a new democratic people driven constitution.

    10. Demand that elections be conducted only after a the writing of a new democratic people driven constitution that will lead to a free and fair elections

    Congress

    Noting the resolution by the NCA Consultative Assembly meeting of the 5th of June 2011, which resolved that the NCA national congress be conducted after the holding of the referendum

    The consultative assembly therefore;

    11. Resolved unanimously that the NCA Congress be held after the referendum and national elections so as to allow the current leadership to continue leading the NO Vote campaign. Therefore any talk of leadership renewal has been shelved for the time being to allow the smooth running of the Take Charge campaign.
