expelled from NCA

The Movement
for Democratic Change headed by Prime Minister Morgan Tsvangirai
has been expelled from being an institutional member of the National
Constitutional Assembly (NCA) with immediate effect.
The move, adopted by the NCA Taskforce yesterday was endorsed by
the National Consultative Assembly today which resolved that all
institutional members who are in the COPAC process or support it
are acting against the interests of the NCA and therefore deemed
to have withdrawn.
The meeting was attended by the NCA Taskforce, Provincial Chairpersons,
and constituency representatives who make up the National Consultative
Assembly.
The resolution, which was unanimous, was made at the NCA's
National Consultative Assembly meeting held at the NCA's Headquarters
in Harare today the 5th of June 2011. The decision was made after
the realisation that the MDC-T's participation and involvement
in the COPAC process is in total deviation from the principles and
vision of the NCA, whose vision is a new democratic people driven
constitution.
It was also
noted that the MDC-T has not been attending NCA Taskforce meetings
since 2009 and thus they also automatically expelled themselves
from the Assembly since the constitution of the NCA is quite clear
that a member institution is deemed expelled if its representative
fails to attend four consecutive taskforce meetings without notification.
The NCA Information department will soon publish a list of all former
institutional members affected by this resolution. The MDC-T has
been a member of the NCA Taskforce since its formation in 1999.
Referendum
Realising that
the Inclusive government is adamant to go on with their flawed process
as they continue to ignore calls by the NCA to start a fresh, transparent
and genuine people driven process,
The meeting
resolved-
To intensify
grassroots mobilisation through the 'Take Charge Campaign,' urging
Zimbabweans to reject the COPAC Draft and "VOTE NO"
at the referendum. The NCA will vote "NO" for 2 reasons:
- The people
did not write the constitution themselves and
- The proposed
constitution will be below standards of a democratic constitution.
That after the
people have voted "NO" in the referendum, there must
be set immediately an Independent Commission which will ensure that
the people produce a democratic constitution.
NCA
Congress
On the holding
of the NCA Congress,
It was unanimously
agreed that the NCA Congress will only be conducted after the holding
of the referendum, but in the event that the referendum is not held
in September as anticipated the meeting pencilled the month of December
being the earliest date to conduct the congress.
This decision
was a shared position by the bonafide members of the NCA Taskforce
and the National Consultative Assembly, and it puts to rest some
frivolous and malicious allegations from certain circles of the
media speculating that the NCA Chairperson Professor Lovemore Madhuku
and his team are clinging to power and refusing to conduct the congress.
Membership
The NCA also
adopted a new membership form and members were encouraged to renew
their membership.
