    It is a common norm that in the military that when ever soldiers go to war they get instructions particularly from the commander. This gives them clear understanding of the task at hand and prepares them for duty. But this was not the case with Constitution select Committee (COPAC) launch of the outreach meetings.

    On Wednesday the 16th of June 2010, the constitution making process was launched at Harare International Conference Centre (HICC). However, to the surprise of all present, the outreach teams who are to be deployed to various parts of the country were not part of the invited guests save for members of parliament. Other invited guests included business people, diplomats and non-governmental organizations. Initially the outreach teams were supposed to be addressed by the principals of the GPA before their deployment but that did not come to pass. Instead, some members of the teams were turned away from the launch by state agents under the instruction of the COPAC personnel.

    In yet another display of disorder, a meeting convened by COPAC yesterday the 17th of June 2010 at the Parliament ended without substantive agreements on key issues such as coming up with a concrete schedule of activities. The meeting was characterized by a lot of disagreements, which resulted in many of those who attended walking out of the meeting. After the meeting, the select committee was scheduled to hold a press conference but due to disagreements among delegates, the press conference was cancelled.

    According to a COPAC official, the disagreements stem from the accreditation of teams and transport arrangements, which the select committee is failing to solve amicably. This is in turn has pushed further the deployment of outreach teams to Monday the 21st of June with the public consultation phase commencing on Wednesday the 23rd of June according to a reliable source.
