The
Negotiating Zimbabwean Political Parties, Zanu-PF and the two MDC
formations, assisted by the SADC Facilitation Team, have today Friday
30 January 2009 launched the Joint Monitoring and Implementation
Committee (JOMIC) in Harare, Zimbabwe. This development gives effect
to the decision
of the recently concluded Extraordinary Summit of SADC Heads of
State and Government held in Pretoria, Republic of South Africa,
that the first meeting of JOMIC shall be convened by the Facilitator
on 30 January 2009.
Paragraph 22
of Article XXII of the Global
Political Agreement concluded by the three Zimbabwe negotiating
parties in September 2008 envisaged the establishment of the JOMIC
composed of four senior members from ZANU-PF and four senior members
from each of the two MDC Formations. The JOMIC will be co-chaired
by persons from the Parties and has, among others, the following
functions:
(a) to ensure
the implementation, in letter and spirit, of the Global Political
Agreement;
(b) to assess
the implementation of the Global Political Agreement from time
to time and consider steps which might need to be taken to ensure
the speedy and full implementation of the Agreement in its entirety;
(c) to receive
reports and complaints in respect of any issue related to the
implementation, enforcement and execution of the Agreement;
(d) to serve
as catalyst in creating and promoting an atmosphere of mutual
trust and understanding between the parties; and
(e) to promote
continuing dialogue between the Parties.
In addition,
JOMIC shall be the principal body dealing with the issues of compliance
and monitoring of Global Political Agreement and to that end, the
Parties have undertaken to channel all complaints, grievances, concerns
and issues relating to compliance with the Global Political Agreement
through JOMIC and to refrain from any conduct which might undermine
the spirit of co-operation necessary for the fulfilment of the Global
Political Agreement.
Furthermore,
the implementation of the Global Political Agreement shall be guaranteed
and underwritten by the SADC Facilitator, SADC and the African Union.

Paragraph 22.1 of the Global Political Agreement, the composition
of the JOMIC is as follows:
