NCA
position on two MDC congresses
National
Constitutional Assembly (NCA)

The
NCA notes that there will be two congresses under the name of "Movement
for Democratic Change". The first will be held in Bulawayo
on 25-26 February 2006. The second is scheduled for 17-19 March
2006 in Harare. The NCA has been invited to both congresses to give
" solidarity messages".
The
NCA Chairperson has had separate meetings with the leaders of both
groups at which the NCA’s position of principle was emphasized.
That position of principle is that the NCA is a home to every Zimbabwean
who believes in the need for a new democratic and people-driven
constitution
It is clear
to the NCA that the holding of two separate congresses means that
two political parties have emerged from the MDC of September 1999.
In this respect, the NCA will treat each of the two political parties
in the same way it treats other political parties: any Zimbabwean
political party, whatever its history, is free to join and participate
in the activities of the NCA as long as it shares the NCA’s beliefs.
However, it is the NCA’s experience that not every political party
which joins the NCA puts the same effort in the struggle for a new
constitution. The NCA will therefore work more closely with those
political parties who, by action on the ground, show a genuine commitment
to the struggle for a new, democratic and people-driven constitution.
The
NCA will attend BOTH congresses and deliver, as a "solidarity
message", this position of principle. In the meantime, the
NCA calls upon all Zimbabweans to support the crusade for a new
constitution. This week, the NCA will go back to the streets to
start its 2006 programme of putting pressure on the ruling regime
to embrace constitutional reform
